MARRIAGE LICENSE: $ 28.00

TO OBTAIN A MARRIAGE LICENSE:
Both applicants and a witness (minimum 18 years old) who
knows them both must come to the Municipal Building to apply for the
license. They must bring a birth certificate and if either of the applicants
are divorced, a copy of the final decree or a statement by the judge
as to when the final decree was signed.
The Local Registrar will not issue a marriage license sooner than 72
hours after the application for a marriage license has been made.
Once the marriage license is issued, it is good for 30 days from the
date of issuance.
WHERE SHOULD YOU APPLY FOR A MARRIAGE LICENSE?
If the applicant is a resident of New Jersey, the marriage license must
be obtained from the Registrar of Vital Statistics in the municipality
where he/she lives.
A license issued under either of the preceding circumstances is good
for use anywhere in New Jersey.
If both applicants are non-residents of New Jersey, the
license must be obtained from the Registrar of the municipality where
the marriage is to be performed and is only good for use in that
municipality.

Dog and Cat Licenses are due by March 31st with a $10 late fee

DOG/CAT LICENSES ARE DUE BY MARCH 31st
Dog and
cat licenses are due by March 31st, please be advised that
on April 1st there
will a $10.00 late fee added onto any license and summonses
will be issued shortly thereafter for any dog or cat without
a current license. Licenses may be obtained at Borough Hall,
Monday through Friday, 9:00 AM – 4:00 PM, or you may mail
the application and pick up tags. Please

Resale and Rental
COs - Housing Inspections
Housing inspections, both rental and resale, are done by
appointment on Wednesdays from 2:00 PM to 3:00 PM. Please schedule
your inspection at Borough Hall, Monday - Friday, 9:00 AM - 4:00 PM.
The fee for the
inspection is $75.00 (cash for resale) and a heat certification is required prior to inspection
and if there is a wood burning stove or fireplace, a chimney certification is
also required. For rental COs, please note that the State of New
Jersey required Landlord and tenant registration information, as
well as proof of insurance at time of tenant turnover and annually
thereafter; more details are provided in the "Instructions" document
below.

ZONING PERMIT
Any
projects that change or add to the footprint of your residential
or commercial building, accessory building or structure (shed,
detached garage, gazebo, pergola, tent, carport, equipment such
as a generator, pump or AC condenser), sign, pool (above and in
ground), solar, decks, fence all require an approved Zoning
Permit—as do projects that change grading soil level of a foot
or more. Projects and additions to existing buildings or
properties that have lots or setbacks or other elements that do
not conform to Pine Beach Code are also required to have a
Zoning Permit before requests for Construction permits will be
accepted.
Depending on the nature and
scope of the changes or additions, some projects only require
approval of a Zoning Permit, while others require Zoning
approval first and then approval of Construction Permits.
To obtain a Zoning
Permit, please provide the appropriate materials needed for
approval at time of submission. A survey, plot plan, grading
plan may be necessary for your project. Please contact the
Zoning Officer for specific requirements at
GStocco@PineBeachNJ.gov
The Zoning Officer reviews
Zoning Permit applications on Wednesdays from 1:00 PM to 2:00 PM
at the office on the main level of Borough Hall.

CONSTRUCTION PERMITS
Construction Department is open on
Tuesday, Wednesday and Thursday
mornings, from 9:30 AM to 11:30 AM. Please make your
requests for Inspection Appointment in writing by
email and including the address, permit number, type of
inspection required and a 24/7 reachable phone number and our staff
will get back to you within two (2) business days for a response.
If you are unsure if you are required to have
a permit for the work you are doing, please call Borough Hall when
the Construction Department is open. The Borough of Pine Beach
follows the State of New Jersey Uniform Construction Code.
Before making repairs, additions or
alterations on your property, call the Building Department to see if
a permit is needed and if your scope of work needs zoning approval.
Before applying for a construction permit, please check our Borough
Code book for Zoning and Land Use requirements, including all
outdoor mechanical equipment replacement +/or installation require a
Zoning permit before construction permits can be submitted for
review.
The Construction Office is located on the
main level of Borough
Hall and hours are Tuesdays, Wednesdays and Thursdays 9:30-11:30 AM.

Homeowners and contractors should be
aware of the new codes to be complied with when applying for
permits. Homeowners should also be aware of the New Jersey Home
Improvement Contractors License requirements when selecting a

The Borough of Pine Beach Land Use
Board meets the first Thursday of every month. Land Use Board
Applications are available at Borough Hall. Applications must
be submitted and reviewed by the Board Engineer for completeness
before a hearing date is set.

NOTICE to APPLICANTS
In every New Jersey Community, every application for variance before
a Municipal Land Use Board is subject to provisions of New Jersey State Land Use Act.
Be advised, a Variance is a request for development or construction that is
otherwise prohibited by local ordinance adopted pursuant to State Land Use Act.
An Applicant should have no expectation, nor should an Applicant believe there is
a "right" that an application and plan for Variance presented to the local Land Use Board
be approved in its entirety. Prior to, or during the application process, citizen members
of the Land Use Board are expressly prohibited by law from discussing a proposed
variance with the applicant or the applicant's professionals.
Each application deem complete will receive a hearing open to the public.
Separate and apart from the elected Governing Body, the Land Use Board functions as a
quasi-judicial body whose decisions are subject to appeal in the Superior Court of the
State of New Jersey. If an Applicant is unfamiliar with the NJ Land Use Law, the Applicant
should consult an Attorney.
The Applicant must present the Board with the legal proofs
of "hardship" for granting the variance sought. The proofs of "hardship" are specifically
prescribed in the LAW and responsibility of the Applicant, not the citizen-members of the
Board, to identify and articulate.
An Applicant should always be prepared to discuss alternatives
or alterations to the plans presented. The Board has no legal authorization to issue a
building permit. Every approval, decision of the Board, is subject to a 45 day citizen appeal.
